The reason is that companies can not put high amounts of retinol in OTC because of safety issues and liability. A .05% OTC Retinol will be as strong as .05% Retin-A or Vitamin without the irritation and cost of a Retin-A. Retinol bio-converts to Vitamin A in the dermal layer of the skin, so you do get the benefit of it. Many companies who only sell to medical practices make a stronger than drug store Retinol product. You will get better results for your $$. Best to use a Retinol with a good anti-oxidant Vitamin C serum. Vitamin - A is the only proven ingredient that builds collagen and ellastin in our skin. So you are on the right track!
